Small watercourses back up at culverts and at road crossings. The water rises quickly, finds the low ground and the storm drains that feed it, and drops again within hours. The finished basement is the room that floods

In a commuter borough the lower level is usually finished and usually in use: a family room, a home office, a laundry and the mechanical plant sharing one space. Where a wet finished wall is cut, and why

Drywall wicks water upward from a wet floor, so the cut line is measured above the visible water mark. Behind that wall the insulation is the part that decides the schedule: wet fiberglass or mineral wool does not dry usefully in place and holds moisture against the framing, so it comes out with the cut. Where the finish is paneling on furring there is a cavity nobody can see from the room, and it is opened and read, because the panel feels fine while the cavity behind it holds water.

Storm water is not clean water

Water that has come up out of a storm drain or across ground is grossly contaminated water, category 3 under the ANSI IICRC S500 standard, whatever it looks like. Porous materials it touched leave the building and the structure is cleaned before drying equipment is placed. Carpet and pad that sat in it are not dried and kept.

A failed supply line, a water heater or a washing machine hose is a different loss entirely. That is category 1 clean water and much more of the room survives, provided it is reached before contact and time degrade it to category 2, which takes about three days.

A mixed borough needs the house's age, not the street name

Morris Plains built through the twentieth century, so the drying plan is set by what the house is. Older stock with plaster on lath holds water in the assembly and is class 4 specialty drying under the S500 standard, read with penetrating meters at named monitoring points. Later stock with drywall over framing dries on a shorter and more predictable schedule.

The assembly is confirmed at the property, because a great many houses here have been extended, refinished or had a basement converted since they were built.

Littleton and the streets running down toward the brook hold the oldest part of that mixture, and a converted lower level in one of those houses is the hardest thing in the borough to read from the room. The finish went on years after the house was built, usually with no vapor control layer behind it, so the wall can feel dry to a hand while the cavity behind it is still holding water.
